Matthew Baker is a Deputy Division Chief in the Telecommunications Access Policy Division within the Wireline Competition Bureau at the Federal Communications Commission. Matt oversees the Rural Health Care Program, one of four programs that make up the Universal Service programs. Matt has worked at the FCC for six years and has spent all that time supporting Universal Service. Prior to joining the FCC, he practiced Communications Law at a multinational law firm. Matt received his JD from Catholic University’s Columbus School of Law and his BA from the George Washington University Elliott School of International Affairs.
