David is chair of the Committee on Self Represented Litigants of the Supreme Court of Virginia’s Access to Justice Commission, chair of the Virginia State Bar’s Entry, Growth, and Distribution of Virginia Attorneys Study Committee (EGAD VA), and co-director of the advisory board of the national Access to Justice Network. He served as executive director of Virginia Legal Aid Society from 1990 until 2025. He began his legal aid career in 1975 as a paralegal at Rhode Island Legal Services, returned to RILS after law school, served as a minority counsel to the U.S. Senate Committee on Labor and Human Resources, was legal director for the Food Research and Action Center, and was chief attorney of a regional office of Maryland Legal Aid before joining VLAS. He received his A.B. from Brown University and J.D. from the University of Maine School of Law, and received the Virginia State Bar's Legal Aid Award in 2024.
