Speaker Bio
Eva Skillman has dedicated the majority of her career serving at-risk youth. Hailing from Virginia Commonwealth University, she began her work supporting young people with exceptional needs. In 2017, she joined the Department of Juvenile Justice as a direct care staff member at Bon Air Juvenile Correctional Facility. She was soon promoted to a supervisory role and later transitioned to Rehabilitation Counselor, where she worked with youth convicted of sexual offenses. After several years in this specialized role, Eva advanced to Casework Supervisor, overseeing counselors assigned to the facility’s most vulnerable units.
When the Chesterfield County Police Department established the Child Abuse Case Manager position within the Special Victims Unit, Eva became the first to step into the role. Since then, she has collaborated with her department to broaden the scope of services to include not only victims of abuse but also youth demonstrating at-risk behaviors. Drawing on her experience with incarcerated youth, she partnered with Hannah Collins to develop a screening tool designed to identify behaviors statistically associated with future court involvement. Through a strong advocacy-focused approach, Eva strives to build trust with families and strengthen support systems for the community’s most vulnerable youth.
Outside of her professional work, she enjoys thrifting, live music, and raising outdoor kids.
